Each conference runs as one connected argument across two days, not a series of unrelated sessions. Leadership dialogues set direction: where the state stands, and what it does next. Technical panels go deeper: into the evidence, case studies and sector detail behind that direction. A closing declaration puts the commitments that emerge on record.
